annual casino receipts, conceding the fact they
cannot keep all Ohio gamblers in Ohio. What if

dollars or less? What happens to all the
promises?

it must create new, local Ohio gamblers to make
their fiscal projections come true. They know
they will need to capture a significant number
of the addicted gamblers into their casino
monopoly and create new gambling addicts to
continue to fund the casino enterprise. That is
the way the casino business works.
But why should
Ohio gamblers living much closer to casinos in
Michigan, Indiana, or Pennsylvania travel
exclusively to Chester Township in Clinton
County, Ohio to gamble? What makes anyone think
they will only visit this single Ohio casino
every time they choose to go out gambling?
